Street lighting energy efficiency tested in Oulu
The city of Oulu Technical Centre is starting collaboration with the electrical company Oulun Energia Urakointi Oy with a street lighting test project, which aims to find the most suitable lighting to meet the increasingly stringent energy efficiency requirements and to replace the currently used mercury lamps. The project will be carried out by building a test lighting area in the housing area between Myllyoja and Nykäsenkangas during the spring of 2011. Oulun Energia Urakointi Oy is responsible for constructing the test field, planning and reporting.
In the test field there are over a hundred lights with twenty different models of street lamp. The field consists of over ten streets, which have replaced their existing street lights with the new test models. In each street a different model of street light has been used so as to obtain a good general impression of the look and quality of the light. The only exception is the Sangintie street area where several different types of lights have been installed side by side.
Field test until at least the end of 2011
The field test will be conducted until at least the end of 2011. During the test numerous aspects will be examined including: the market prices for currently available lighting, energy consumption, illumination of the road surface, the colour of the light, illumination and efficiency, glare, the suitability of the lighting in regard to the image of the city and whether the lights meet all the necessary lighting standards and requirements. In addition, the type of interference that the control transformers and LED switching power supplies possibly have on the electrical grid will be examined.
The project is based on the ErP (Energy Related Products) Directive, which requires increased eco design in energy related products and in the energy efficiency for outdoor lighting. Importing lamps with poor efficiency will be prohibited in 2015, when lights with high mercury content will be removed from the market. This will affect Oulu as well. Discharge and fluorescent lighting performance standards will be tightened further in 2017.
